One of Chinese President Xi Jingping’s main plans for the development of Rural China is the Rural Revitalization Strategy. Yunnan province implements this strategy from different respective branches of government, as well as via the implementation of ‘The Yunnan Rural Community Leadership Competency and Education Level Improvement Act’, among which, Yunnan Open University is in charge of course delivery. In early June 2018, Yunnan Open University established a new ‘College of Rural Education Revitalization’. This study clarifies the development process of the Improvement Act, its meaning and initiative measures at the starting stages, enabling rural communities to effectively engage in educational network building and resource consolidation, and thereby to support the Yunnan provincial government in achieving its targets for large scale poverty alleviation. The study also points out possible future research avenues and actions which may be necessary for upcoming stages of the project. The main focus is the means in which the ‘College of Rural Education Revitalization’ of Yunnan Open University integrates various online coursework and teaching resources, at the provincial level, by empowering remote municipalities with access to knowledge.
